Why this exists
A text costs almost nothing to send. That is why the penalty is set high.
Congress passed the Telephone Consumer Protection Act because marketing texts are so cheap to send that a small penalty would be ignored. The statutory damages are $500 per violation, and up to $1,500 where the violation was knowing or willful.
